Effective Date: January 2026 Governing Law: Republic of Korea (PIPA & AI Framework Act compliant)
1. Our Commitment to Privacy
At Harper, we believe AI should empower professionals, not exploit them. We do not sell your personal data to advertisers, and we do not use your private communications to train our models.
When we collect and analyze publicly available professional information for our AI-powered discovery platform, Harper acts as a data controller.
When our customers upload or manage their own candidate data within the Service, Harper acts solely as a data processor on behalf of that customer.
2. Data Sourcing & Provenance To help AI/ML talent get discovered by top-tier companies, we collect and index information from two main sources:
Directly Provided Data
Information you provide when creating a Harper account or syncing your Google profile.
If you choose to connect your Google account, we access only the specific data explicitly authorized by you via Google OAuth.
Publicly Sourced Professional Data
We index professional information (such as career history, skills, and publications) that is already publicly available on professional networking platforms, academic repositories, and open-source contribution sites. We do not scrape private social media or non-professional data.
We collect publicly available professional information under the legal basis of legitimate interest or publicly disclosed information as permitted under applicable Korean law.
Harper does not provide unrestricted bulk downloads of personal data.
Data Retention
We retain personal data only for as long as necessary to fulfill the purposes described in this Policy, unless a longer retention period is required by applicable law.
Publicly sourced professional data is periodically reviewed and may be removed upon verified request.
Non-Registered Individuals
If you have a profile, resume, or CV on a publicly-available website, we may collect public information about your professional qualifications to provide to our customers.
The information we collect about you may include personal information such as your first and last name, education, professional or employment-related qualifications (years of experience, publications, skills, codes, etc.), work history, work title, and other employment-related experience.
The information collected about job candidates is used by our customers to discover and engage with candidates. We do not collect sensitive data (e.g., health or political affiliation) from any of these public sources.
We may infer other characteristics about job candidates based on the information provided on their profiles.
3. AI Ethics & Transparency Our AI acts as a discovery layer to match candidates with opportunities.
4. User Control & The Right to be Forgotten You are the owner of your professional identity.
